Panchayati Raj is 1st stage of democracy which is also ruled ''by the people.''

Sarpanch- 1- leader of panchayat

                 2- elected by gram sabha as panchayat president for period of 5 years

Secretary- 1- responsible for calling meetings of gram sabha 

                 2- keeps record of the proceedings of the final decisions

                 3- appointed by the Government.

Panch / ward member- 1- member of Panchayat

                                     2- as village panchayat is divided into wards so each ward elects a                                                    representative who is called ''Panch / ward member.''

Gram Sabha- it is the meeting of all adults who live in the area covered by a panchayat.

                       There could be one village or more.

                       anyone who has right to vote is member of gram sabha.

                       the meeting begins with the Panchayat predident[ Sarpanch ].

#Democracy

• people give the power to Government through election by voting their representative.
• in democracy government has to explain its actions and defend its decisions to the people.
• in democracy people elect their leader so in sense democracy is ruled by the people.

#Monarchy

• The Monarch or king has power to make decisions and run government.
• the Monarch may have a small group of people to discuss but final decisions are made by the Monarch.
• The Monarch don't have to explain their actions or defend their decision to the people.

what is role of Government?

• Government makes decisions and get things done
• decisions in the sense like
• where to make roads, parks, hospitals, schools, markets, etc.
• Government provides daily needs like electricity, water, food, education etc.
• it runs postal services, railways etc.
• it also protect the country's boundary and maintain peaceful relationship with other countries.
• the government take care of their citizens in every field like government provide their citizens 
• food to eat
• transport to travel
• electricity
• water
• health facilities
• schools
• hospitals etc

• government makes laws and has power to enforce it's laws on everyone.
• but
• people can approach the court when they think that the laws made by government is not good or their is any dissemination in the laws..
• the government also protect it's citizens from natural disasters....
